Oregon sales tax and the exceptions people actually meet

Short answer

Oregon does not impose a general sales tax on ordinary retail purchases.

What this guide covers

The ordinary retail answer is no general sales tax. Vehicles, lodging, Portland-area income, and transit self-employment taxes use separate routes.

That answer does not erase taxes with different names and triggers. A qualifying vehicle bought from an out-of-state dealer can face Oregon vehicle use tax; transient lodging has state and often local tax; Portland-area residents and earners can encounter Metro or Multnomah County personal taxes; and self-employment in the TriMet or Lane transit districts has a separate transit-tax check.

What usually controls the answer

Ordinary retail purchase: no general Oregon sales tax

For an ordinary purchase at an Oregon store, there is no statewide general sales tax added at checkout. Start there instead of beginning with a list of caveats.

Out-of-state dealer vehicle: check the 0.5 percent use tax

Oregon vehicle use tax is 0.5 percent of the retail sales price and can apply to a qualifying vehicle purchased from a dealer outside Oregon for Oregon title and registration. Run every DOR condition: the seller is a dealer or someone required to register as one; the purchase date is January 1, 2018 or later; the vehicle has 7,500 miles or fewer when equipped with an odometer, or a manufacturer's certificate or statement of origin (MCO/MSO) when it has no odometer; its gross vehicle weight rating is 26,000 pounds or less; and it has never been registered or titled in Oregon except as a dealer demonstrator. A taxable purchase needs the tax-payment certificate before DMV title and registration.

Portland-area personal taxes depend on income and address

For tax year 2026, Metro's Supportive Housing Services tax is 1 percent of taxable income above $128,000 for single filers or $205,000 for joint filers. Multnomah County's Preschool for All tax starts at 1.5 percent above $125,000 or $200,000 and adds another 1.5 percent above $250,000 or $400,000. Residency, income sourced to the jurisdiction, filing status, and the tax year all matter.

Transit self-employment tax is a district question

Self-employment earnings above $400 from business activity in the TriMet or Lane transit districts can require a separate transit return. If work occurs both inside and outside a district, use the current DOR apportionment instructions rather than treating the business address as the whole answer.

Lodging is not a sales-tax exception; it is its own tax program

Short stays can carry Oregon transient lodging tax plus a city or county lodging tax. The collector, local rate, registration, and filing doorway depend on where the lodging is located and who collects payment.

A real-world example

A common moving-to-Oregon example

A household buys furniture after moving to Eugene and pays no Oregon general sales tax on that store purchase. One spouse is self-employed and performs work inside the Lane Transit District, so the household separately checks the transit self-employment return. Later they buy a nearly new car from a Washington dealer for Oregon use, so they run the vehicle-use-tax test before DMV title work. Those are three different answers because they are three different tax programs.

Exceptions and local layer

Where the ordinary answer changes

A border-state receipt can still show another state's tax

Oregon's no-sales-tax rule does not control a transaction completed in another state. Ask the seller which jurisdiction and tax they applied before assuming an Oregon rule was broken.

Local personal-tax thresholds change

Metro and Multnomah County publish tax-year-specific thresholds, rates, residency rules, and filing instructions. The 2026 figures above are a dated snapshot, not an evergreen calculator.

Business taxes are a separate branch

Corporate activity, payroll, local business-license taxes, and employer transit taxes are not resolved by this personal and consumer router. Use the business's entity, payroll, and jurisdiction facts.

  2. Fix the place and tax year

    Use the address where the income was earned, the lodging is located, or the transaction occurred, then use instructions for the correct year.
