Oregon Coast projects start with beach and dune rules

A Lincoln County beach project may need two approvals. One is an Oregon ocean-shore permit. The other is local land-use review. The state’s ocean-shore area usually covers land west of the vegetation line or legal established vegetation line. Whichever line lies farther inland controls.
State review may cover shore protection, beach access, changes to sand or dunes, utility lines, and some repairs. Goal 18 limits many beachfront protective structures. Being eligible under Goal 18 is not a permit.
